What is the difference between certifying and re-opening a UI claim?

Certifying for benefits must be done every two weeks to ensure you remain eligible and can receive a benefit payment. Claimants may certify on the website (online) or by calling Tele-Serve, and should do so on the assigned day or on open days. Late certifications are not accepted. Failure to certify on your assigned day could cause denial of benefits or a delay in processing your benefits.

Re-opening a claim is different. A claim is re-opened when a person has collected unemployment insurance benefits, returned to work for a period of time, and becomes unemployed again within the same benefit year as their original layoff. That period of time could be as short as one week, or as long as many months.
