Important Information on Recent Changes to the Illinois Unemployment Insurance Act
1/11/16 - Governor Rauner signed Public Act 99-0488 into law on December 4, 2015, which provides for changes to key sections of the Illinois Unemployment Insurance (UI) Act. Among these changes are:
Elimination of Social Security Offset - UI benefits will no longer be reduced by the amount of social security payments a claimant receives (Section 611). Note that the change in the law does not apply to any weeks that began before January 3, 2016.
If you receive social security payments and you have continued to timely certify for benefits, IDES will make the necessary adjustments to reflect the law change in your benefit payment for the week ending January 9, 2016 and thereafter.
If you receive social security payments and you have stopped certifying for UI benefits, but are still unemployed and otherwise meet the eligibility requirements under Illinois law, you may reopen your claim online at www.ides.illinois.gov or by calling Claimant Services at (800) 244-5631.
Definition of Misconduct - The General Assembly expanded the definition of misconduct to include eight new disqualifying provisions. Note that the new provisions added to Section 602A do not replace or preempt the general definition of “misconduct” or its judicial and administrative precedent. Instead, the new sections supplement existing law.
